World Guardianship Congress Conference

The World Congress on Adult Guardianship will have its 3rd biennial conference in Crystal City, Virginia May 28-30. Speakers from all over the world will be presenting on the different approaches to guardianship in their countries and the legal strategies they have developed towards implementing the principles of the United Nations Convention on the Rights of Persons with Disabilities. You can read the convention at It has been ratified by over 150 countries so far, but the United States has not yet ratified it. You may want to contact your U.S. Senator if this is an issue that is of concern to you.

On Friday May 30th, I will be sharing the dais at one of the workshops with representatives of the Florida Office of Public Guardian, speaking on Restoration of Rights after there has been an adjudication of incapacity. In cases where there are developmental disabilities or traumatic brain injury, as time goes by the individual who previously required a Guardian for all decision-making may develop new capabilities or may regain certain capabilities. Those would be circumstances when the individual or their Guardian would want to confer with an attorney to explore the possibilities for some limited or full restoration of legal rights.

The Person-Centered Approach and Supported Decision-Making, and Opportunities with Limited Guardianship will be major themes of the WCG conference. There will be a plenary session on community living for  younger and older adults with disabilities, and the mandates of the Americans with Disabilities Act of 1990 and the US Supreme Court’s decision  in  OLMSTEAD V. L. C. (98-536) 527 U.S. 581 (1999). The complete conference Program can be found at
